As international peacekeeping and peacebuilding operations have increased in depth, scope, and number, so have also the budgets allocated to peacekeeping.

Following this dramatic increase in budgets has also been a growing scrutiny of the how this money is spent, including stronger and stricter auditing measures and a growing emphasis on monitoring, evaluation and assessment of the results of these operations.

However, few studies of the overall effects of this shift towards greater accountability have been published, and the literature addressing this shift is scant.
